No, we have not yet won. It still is not over !
Admittedly, the CODENAPS gave an unfavorable opinion to the project of quarry in Bouloc. But we remind to you that Eurl Rup has 15 days to dispute the decision of the CODENAPS.
New information :
the minutes of the meeting of December 10 were sent to its members and, again, it is a document which is “partial and partial” to quote again the words of the mayor of Bouloc. The Services of the State thus again prevailed; they wrote this report forgetting voluntarily all the arguments which made that the vote was “unfavorable”.
Reading it one would almost be astonished that 8 voters decided “against” and only 5 “for” and an abstention.
The préfète leaves on December 28 to the Aveyron, without apparently a decision being made. The duties will be taken over temporarily by one of the two sub-prefects while waiting for the arrival (in the first fortnight of January) of the new prefect Fabien Sudry.
We are facing a difficult situation because the final decision is likely to be taken either by people rather “favorable” to the project or by the new prefect who will know the file only from what the same ones will say to him.
We must be ready.
Our presence during the meeting of the CODENAPS in front of the prefecture acquired us the sympathy of the media, we must show without slackening that the population does not want a quarry at Bouloc.

The population and the elected officials of Bouloc and the neighborhoods made the voyage to Montauban to express their refusal of the project of the quarry of l' EURL Rup. This being the object of a debate followed by a vote of the CODENAPS, also known as "la commission des carrières".
The committee rejected the project of the quarry in Bouloc by 8 unfavorable votes against 5 favorable and 1 abstention.
The population was very pleased with this news.

Pacific demonstration |

The association organizes a pacific demonstration to denounce the project of the quarry in Bouloc. This demonstration will take place in front of the prefecture of Tarn-et-Garonne, at Montauban, on Thursday the 10th of December 2009.
On the 10th of December a gathering is envisaged at 8h00 in front of the Salle des Fêtes of Bouloc for car-sharing. If you go to Montauban directly, we will meet in front of the prefecture of Montauban at 9h00.

We know now that the date of the meeting of the commission which has to give its opinion on the project of the quarry of Bouloc, is fixed at December the 10th.
We just found out that the members of this commission received a file of 15 pages, in which they are proposed to vote "yes" to the quarry. This file is incomplete; it contains errors, deformations, and even lies. It despises the 300 letters inscribed in the books at the time of the public enquiry and circumvents the opinion "défavorable" of the commissaire enquêteur. It silently passes over the vote "against" of 2 Communities of Communes comprising 14 communes in all.
We are constrained to make public this standpoint incongruous.

About the evening with OrchiadOrio |

It was a beautiful spectacle which offered OrchiadOrio us on the evening of Saturday October the 17th.
The spectators were under the charm… confronted with the prowess of a "one woman show" which was offered to our eyes and our ears.
The repertory of Beatrice Belle is of quality and has seduced us with its diversity. L' artist showed us a panoply of her know-how and her remarkable natural ease. We really regretted the hour in which we had to separate.
Several times she expressed her encouragement for our action "against the quarry" and besides that recalled that she had made a letter to the commissaire enquêteur. We thank her for her enthusiastic wishes: "no quarry at Bouloc !"
We wish those who could not free themselves for this concert that one day they will find a moment to listen to and see one of her marvelous concerts.
It must be noticed that Mr. Bonnemaison, Mayor of Bouloc and Mrs. Palmié, Mayor of Ste. Juliette were also in the public.

General Meeting |

On October 2 our General meeting took place. For those who could not be present hereby a summary of this meeting.
President Léo Roeten enumerated the various events of the year : the principal one being the public inquiry concerning the project of the quarry. The public opinion pronounced measured up to our expectations since the commissaire enquêteur gave a “avis défavorable”.
Mr Roeten then announced that the final decision on the establishment of the career was pushed back 3 months, i.e. at December 19, 2009.
The treasurer then gave the details of the financial year of 2009. The attending members voted unanimously that the contribution should stay 5 euros for the year 2010.
It was stressed that the members would be thanked if they paid this contribution as quickly as possible, because sending reminders is the object of additional expenditure.
A certain number of questions were then posed concerning the public inquiry. Mister Mayor who was present, then answered to some questions concerning actions undertaken by him.

A bout the concert of the "Ensemble Alberic" |

There are names that mean something to you, and “Alberic” is one of them.
Albéric Magnard was almost fifty years old when, alone and deaf, he courageously defended his field and his dignity, a weapon in the hand, facing enemy soldiers at the beginning of the Great War of 1914.
Musician, famous artist and a man of peace, he simply had a heroic attitude. Fire was set to his residence and almost all of his manuscripts were destroyed. As a musician and a man, he was a giant.
The association Bouloc Environnement was happy that the brilliant formation of professional musicians which took again the name and the torch of Albéric Magnard by giving to their group the name “ensemble Albéric” agreed to come to perform at Bouloc.
This July 18th, the sale des fêtes of Bouloc was crammed to listen to some nuggets among the works of Beethoven and Mozart. Three members of the Albéric ensemble interpreted the opus 9 N°3 in minor C of Beethoven; and after that four of them, the quartet with flute in major D K.285 of Mozart. Then after the interval, with five, the string quintet in major C K.515 of Mozart.
A true treat was that the totality of the six interpreters, (Jean Charles HUBERT and Aude ESCUDIER with the violins, Raymond and Florent HUC with the violins violas, Brigitte GRENET with the violoncello and Stephan VALLEYS with the flute), mischievously concluded with “Yesterday” of the Beatles.
It must be mentioned that the musicians proposed to perform for us on a purely voluntary basis out of sympathy for the cause which we defend.
These great professional musicians did us the favor to consider that the passion which animated us was also that of Albéric.
We also resist destructors which, with contempt for all people, coming from elsewhere, some for the profit, some out of stupidity, some by spite, some by simple ignorance, decided to destroy grounds formed during centuries, that our ancestors bequeathed us and that we want to protect for our children tomorrow.
We have the conviction that actions like this one, show that Bouloc is becoming the haven of peace, of beauty and culture (in all meanings of the term) that the old ones wished.

COMING SOON : Concert "Ensemble Alberic" |

As we are awaiting further developments, the Association Bouloc Environnement decided to organise a concert as
to enable its members to meet in a musical ambiance.
Of course, this event is open for anybody who wishes to come.
The concert will take place in the Salle des Fêtes of Bouloc on Saturday the 18th of July 2009 at 21h00.
The concert is presented by the "Ensemble Alberic" who proposes parts of the famous compositors Ludwig von Beethoven and Mozart.
The entrance fee is 8 euros a person (free for children of less then 12 years old).

Advise of the commissaire enqueteur |

On the first of July the Town hall of Bouloc received from the prefecture the official answer of the Commissaire Enquêteur.
In this report he advises “unfavourable” to the project of the quarry !!!
We do not hide our joy, but we are ready for the " the last round" which, we point it out to you, will intervene around the month of October. It is Madame la Préfète who will give the final decision.
Until then, we remain mobilized.

GRP Quercy Pays de Serre - Roman Road |

We had contacted Mrs Bermejo, president of the commission « paths and routes of the Departmental committee of la Randonnée Pédestre ».
During the afternoon of Saturday the 9th of May she went, accompanied by two of our members, to the place called « Campagnac » were the GRP (Grande randonnée pédestre) « QUERCY DE SERRE » rises to the plateau.
She thus discovered the parallel course that EURL RUP intends to use as the access of its trucks to the site d' extraction on the plateau, and only a few meters separated from the GRP by artificial hills made of stone, rubble and earth (“merlons”)
The current task of Mrs Bermejo is the restoration and organization of the beaconing of the GRP “QUERCY DE SERRE” which measures 110 km.
She immediately committed herself to make an appointment with the Commissaire Enquêteur and to address a letter to him in order to (try) to prevent that this part of GRP “QUERCY DE SERRE” is not ruined by the project of the quarry.

The town hall received her letter on May the 12th , it was given to the Commissaire Enquêteur on the 14th, during the last day of his presence in the Mairie. We infinitely thank her for her reaction.
It was during this walk on the 9th that she highly recommended us to clean the part of the Roman road located beside the trail which leads to the zone d' extraction in order to protect it from the quarry.
Mrs Bermejo also suggested us to mention this Roman road in a letter to Mr Benac and to illustrate it with a few photos, which we did in one of the registers which were intended to him. (One clearly sees the old flagstones cleared by Mr Mayonnade on one of the photos).

End of the public enquiry |

The public enquiry has been finished for 12 days now and on May the 20th, the commissaire enquêteur finished the synthesis of the questions and the remarks that each one of you could write on the registers or in the letters being addressed him.
Mr Rup has from now on twelve days to answer the questions in this synthesis.
We are very impressed by the motivation of the inhabitants of the 7 communes because the commissaire enquêteur received 140 letters, and 8 registers were filled.
We can be pleased with this beautiful reactivity which without any doubt will weigh heavy in the balance when Mr Benac has to deliver his opinion.
When we read these pages, it is obvious that a large majority of the authors is “against” the establishment of the quarry at Bouloc.

Today the public enquiry came to its end. In the presence of many spectators, the commissaire enquêteur closed the register.
Now he faces the heavy task of writing the synthesis of the questions and the remarks made by each and everyone of us in the form of the messages in the register and the many letters.

Decision of the Town Council of Bouloc |

On 30 April 2009 several members of the association Bouloc Environnement attended a meeting of the town council of Bouloc.
One of the subjects on the agenda was that the council had to decide for or against the installation of the quarry near Bouloc as proposed by EURL Rup. One of the members of the council, recipient in the business concerned (he is selling land intended for the quarry), had to leave the meeting and the council decided to make the vote a secret one.
The result of this vote is :
- 6 councillors voted against the quarry
- 2 councillors voted for the quarry
- 2 councillors abstained
The town council of Bouloc thus clearly decided against the quarry !

During the meeting, we will discuss the arguments and the questions which can be used to express your opinion about the establishment of the quarry.

The public inquiry survey started this Tuesday April the 14th 2009 in the Town hall of Bouloc.
On this occasion many opponents to the project came together at the Town hall. The operation unrolled in perfect tranquillity, and for the commissaire enquêteur the strong opposition to the project could not go unnoticed.
We would like to benefit from it to recall you that if you did not have occasion to communicate your opinion, you will be able to do so in the weeks to come by going to the Town hall or by writing a letter to the commissaire enquêteur before the 14th of May 2009.

On the 5th of August 2008 the company Rup deposited a request for the authorization of the establishment of a quarry next to Bouloc.
In February 2009 the President of the Administrative Court of Toulouse decided that a public inquiry will take place in the commune of Bouloc and designated Mr Guy Benac as the responsible commissioner . The communes concerned by this public inquiry are Bouloc, Belvèze, Lauzerte, Valprionde, Sainte-Croix, Sainte Juliette and Lebreil.
The public inquiry will be open from the 14.04.2009 until the 14.05.2009. During this period the study of the impact of the project will be available for the public in the Town hall of Bouloc, where a “inquiry register” will be also present in which it is possible to write down your observations around this project.
Any information concerning the public inquiry will be posted outside the Town hall of the communes concerned.
The moment we were all waiting for, and for which we prepared everything, has finely come. Now it is up to us to act and exert all of us the right to write in the “inquiry register” our opinion relating to the establishment of this quarry. An establishment which will not only be detrimental to the commune of Bouloc, but also to its neighbouring communes.
In the communes concerned not only the permanent inhabitants are involved, but also the inhabitants who are the owner of a secondary house there have the right to express themselves and give their opinion. Because for them it is difficult or even impossible to come in person, they can write a letter (in French !) to the following address :

The only requirement being that this letter arrives at the Town hall of Bouloc during the month that the public inquiry will be open.
The point of view of the Association Bouloc Environnement is that which it already expresses from the start, a firm no to the request of the establishment of a second quarry at Bouloc. This opinion is based on several considerations.
- It is important to realize that actually we find ourselves with two companies who are concerned with a quarry near us:
- The O.SA.GRA company which manages the quarry of Belvèze.
- The Rup company which asks for the establishment of a quarry at 400 meters of Bouloc.
- We admit that there is a need for quarries, it is an necessary evil. But in spite of that a quarry is not a harmless thing. They are classified installations of which it is necessary to avoid their proliferation and which should be controlled rigorously.
- On one hand we have a quarry of which we know that the company which manages it is well integrated in the daily life of our area and whose behaviour towards the neighbouring communities is such that the impact on our life is the least possible. On the other hand we run the risk of having another quarry, one that is managed by a company of which we had the occasion to see the behaviour of its persons in charge and that of its sympathizers.
- The second quarry will be appreciably closer to Bouloc than the quarry of Belvèze and by consequence, the life in the village of Bouloc and its surrounding communes will suffer seriously from it.
- Tourism, which was in full development in our region, will not be able to cope with a multiplication of the number of quarries. Let not be destroyed this source of income for Bouloc.
- We already have a quarry in our vicinity which has an infrastructure already present. Why a second, and why not a third ? Why allow a savage competition install itself in our region with all the risks connected to it ?
- Contrary to that of Belvèze, the second quarry is envisaged far from the roads able to accommodate the heavy traffic of its trucks of 40 tons. The network of our small roads around Bouloc is not adapted at all to a traffic of such a weight and such an intensity. The consequence being that the maintenance costs, which are for the account of the Community of Communes of which Bouloc is a member, will be enormous.
- The only income that Bouloc could have envisaged of the company Rup was a small fraction of its professional tax. The new plans of the French government concerning this tax, associated with the maintenance costs of the roads, can only lead to the aggravation of the financial position of the commune of Bouloc or to a rise of the taxes for the inhabitants.
Let’s not accept that private interest prevails over general interest.
For this reason we ask those of our members who are inhabitants, owners of a secondary house or tenants in one of the communes concerned, to act in sympathy in our fight against a quarry at Bouloc. Now it is up to you to take in hand your future and to think of your children, invest time and effort in going to the Town hall of Bouloc where you will find all the help necessary to have your opinion registered. For those who cannot be there in person, do not forget that it is possible to write a letter in order to save Bouloc of an unquestionable decline.

ENQUETE PUBLIQUE
La préfecture de Tarn-et-Garonne communique :
En application du livre V du code de l'environnement une enquête publique est ouverte sur la commune de BOULOC, suite à la demande d'autorisation d'exploiter une carrière de calcaire à ciel ouvert déposée par Monsieur le Directeur de I'EURL CARRIERES RUP, aux lieux-dits Bistounayre, Clot de Crayrac, Fontoupine, Latuque, Lasserre et Pech Mary à BOULOC.
L'enquête publique, d'une durée d'un mois, aura lieu du 14 avril 2009 au 14 mai 2009 inclus.
Le dossier d'enquête, comportant notamment la demande avec l'exposé du projet, les plans s'y rapportant et une étude d'impact telle que prévue pour ce type d'activité, restera déposé à la mairie de BOULOC où le public pourra en prendre connaissance et consigner ses observations sur le registre ouvert à cet effet, aux heures habituelles d'ouverture des bureaux, à savoir le lundi et mardi de 9h à 13h et le jeudi de 15h à 19h.
Les observations pourront également être adressées par correspondance au commissaire enquêteur, à l a mairie de BOULOC, siège de l'enquête.
Par décision du 13 février 2009, le Tribunal Administratif de TOULOUSE a désigné Monsieur Guy BENAC, en qualité de commissaire-enquêteur. Il siègera à la mairie de BOULOC, trois heures par semaine pendant la durée de l'enquête, à savoir : les mardis 14 et 21 avril 2009 de 9h à 12h, le lundi 27 avril 2009 de 9h à 12h et les jeudis 7 et 14 mai 2009 de 15h à 18h.
Le présent avis sera affiché dans les mairies des communes de BOULOC (82), BELVEZE (82), LAUZERTE (82), STE JULIETTE (82), VALPRIONDE (46), SAINTE-CROIX (46) et LEBREIL(46).

The start of the public inquiry for the quarry of Rup Enterprises in Bouloc has been postponed. The Prefecture has informed the Town Hall of Bouloc that, in order to include the commune of Sainte Juliette, which was initially not forseen in the public inquiry, a decision will be issued with a new date.
This is due to the fact that the commune of Sainte Juliette is included within a radius of 3 km around the project thus involving its inhabitants in the public inquiry.

Rumours related to the public inquiry of the project of the quarry of Rup in Bouloc start to circulate. The Association Bouloc Environment, as accustomed, decided not to venture on uncertain ground and to keep to the facts and nothing but the facts.
The association will wait until the officiel papers of the Prefecture arrive at the townhall of Bouloc, before it will pass on any further information to its members.

Tempête sur Bouloc |

The 24th of January a storm named “Klaus” swept the south of France destroying whatever came in his path. Fortunately in Bouloc the damage remained relatively limited. Nevertheless the Boulocois did spend several days without electricity, without telephone and without internet.
Apart from damage on roofs and antennas, we have to include several broken poles for electricity and telephone. We also had to take note of many fallen trees, an extra scar in our beautiful landscape that will heal only very slowly.
Some days after the storm, after having given a helping hand to households and people who were in trouble, a group of volunteers checked and repaired the large signs “Pas de carrière à Bouloc”. Concerning the smaller signs, they will be replaced by new ones in the days to come.

Up to today the DRIRE does have given effect to the request to start a quarry as handed in by Rup enterprises, the result is that the public inquiry is not yet due.
Unlike some people say, this certainly does not mean that the project has been stopped. It is of the utmost importance to stay alert and to show that even a storm like Klaus cannot blow away our opinion about this project of a new quarry.

Admittedly, it is not easy to find the words necessary to depict the situation which developed in Bouloc, normally serene and quiet, but which was suddenly confronted with the threat of the establishment of a quarry just outside the village. A threat which was at the origin of our association, created in order to alert and to mobilize the inhabitants, in a context where certain persons then in charge of the community, gave the impression not to want to intervene.
In the beginning the association had to defend its right to express its opinion concerning the establishment of a quarry, and we worked hard, with patience and perseverance, in order to convince our adversaries of this right. The result of the courage and the tenacity of the members of the first hour was that, finally, many people became aware that the association gave them the possibility to speak freely and without fear, conscious of being protected by an interdependent group.
Thus inhabitants of Bouloc and the surrounding villages, but also those who hold Bouloc and its environment dear, could express (and still express) their concern about such a development. In spite of what some of our adversaries say, we are not favourable of stopping any development in Bouloc and to make its economy stagnate. On the contrary, we are particularly in favour of economic development, provided that this is done in respect of the framework of life and environment. Let us not forget that Bouloc and its surroundings have so many possibilities to offer to their visitors that the establishment of any destroying industry is not necessary and will only lead to the permanent destruction of a latent economic richness. The visitors will not come any more if they are welcomed by clouds of dust, a noria of trucks and an infernal noise.
Last on August 5 the company Rup deposited its request for the establishment of a quarry near Bouloc at the prefecture. In accordance with the procedure stipulated by the law, the DRIRE (Regional Management for Industry, Research and the Environment) will evaluate the administrative admissibility of this request. This phase is not finished yet. Then a public inquiry will be held and the municipal council is going to be asked to give its opinion. All that can take much time. There are several examples of similar procedures which have taken many years.
Our association already exists a year: a fact which we celebrated on September 27 around a giant barbecue which joined together our village and its neighbours. Since, we also organized our second lotto as well as the tombola of the téléthon. We benefit from it to thank here the many donors as well as the volunteers whose generosity is an encouragement for us all.
Last but not least, that which remains is to wish all of you a happy new year in good health, but also to formulate the wish that the final decision of the public authority will save Bouloc of the degradation of its quality of life and an economic regression which we are not partial to.
