Extraordinary General Meeting Saturday 13 December 2008  
  The members of the Association Bouloc Environnement were invited to an Extraordinary General Meeting which took place on Saturday 13 December 2008 at 11h00 in the Salle des Fêtes of Bouloc. The present or represented members accepted with the quasi unanimous vote the changes of statutes suggested by the Bureau.  
   
 
   
  The Lotto 2008 Friday 5 December 2008  
  Following the success of the Lotto organized by the Association in November 2007, we decided to renew the operation. The Association Bouloc Environnement organized its Lotto 2008, and it became an evening marked by a good and cordial atmosphere.

In spite of the bad weather, many people came to play, but also to support the Association. According to chance, the participants shared out the many prices. Those who did not win, they can at least be content to have passed a pleasant evening.

Many volunteers helped with the preparation of the prices and the hall and in this way contributed that this meeting is again a success. We would like to thank all the volunteers, as well as all the people who liberally provided prices.



This weekend was also placed under the sign of Telethon. We wanted to contribute our share to this cause by organizing a raffle of which the revenues are completely transferred to this organisation. Thanks to the generosity of the participants, we are able to hand over a cheque of 127 €.

  General Meeting Saturday 27 September 2008  
  During the general meeting of September the 27th, the events and activities of last year have been reviewed.
The Treasurer gave her account of the financial status of the Association and the members present decided that the contribution for the year 2009 will stay 5 euros, as it was last year. The president announced that an Extraordinary General Meeting will be called together during the month of November in order to discus the statutes of the Association. But above all, the most important event to take place will be the public inquiry about the opening of a quarry.
 
   
 
   
  Barbecue Saturday 27 September 2008  
  On Saturday the 27th of September 2008, the General Meeting of the Association Bouloc Environnement took place at 19h00 in the Salle des Fêtes of Bouloc.
This Meeting was followed by a giant barbecue. We hereby thank the chief cook Patrick who was brilliant as well as all the other voluntary who took part in the organization of this evening. We also thank the many participants for their presence.
 
   
 
   
  The official application arrived at the Prefecture 8 August 2008  
  In the morning of the 5th of August, the official application of the SAS RUP for the start of a quarry at Bouloc arrived at the Prefecture of Tarn-et-Garonne.

Fortunately this does not mean that there will be a quarry !
However, it means that Mr. Rup, in spite of the hostility of the population concerned, does not give up his project: he is set on defending his private interest against the general interest.

We were waiting for this deposit and we are ready for it.
The Prefecture will now send the file to the DRIRE which will study its admissibility and conformity. If the file is considered to be conform, it will, among others, be send to the town hall of Bouloc. From then on, we can inform the public of its eventual “near misses” and inexactnesses.

It is the future of Bouloc which is of the utmost importance and this cannot be compromised by the wish of one man
 
   
 
   
  Visit of the Sous-Préfet 25 July 2008  
  In the afternoon of July the 22nd 2008 Mr Cousinard, the Sous-Préfet, visited Bouloc.
The Mayor of Bouloc asked the association Bouloc Environnement to send a delegation of two persons. The committee has chosen Mrs Bonnemaison and Mr Roeten. They have had the opportunity to explain the new organization and the intentions of our Association.

  The nearby villages tighten the rows around Bouloc...
As the SAS Rup is performing its impact study, ultimate administrative document before the official request for opening a quarry, citizens of the neighbourhoods rise.

At the beginning of week, the Communauté de Communes of Montaigu Pays de Serres, gathering the villages of Belvèze, Montaigu de Quercy, Roquecor, Saint Amans du Pech, Saint Bauzeil and Valeilles voted a motion against the quarry at Bouloc.

Thursday 3, in the evening, gathered in Bouloc, the Community Council of the Communauté de Communes of Quercy Pays de Serres, grouping the villages of Bouloc, Lauzerte, Montagudet, Sainte Juliette, Miramont de Quercy, Sauveterre, Tréjouls and Montbarla voted in its turn a motion of solidarity with the village of Bouloc against this same quarry project of the SAS Rup.

Mr Rup is more and more alone, confonted to the citizens and the elected officials !
 
   
 
   
  The minutes of the General Meeting 25 June 2008  
  As planned, the General Meeting took place on Wednesday the 25th of June at 21h at the Salle des Fêtes of Bouloc. Numerous members of "Bouloc Environnement" were present. The Assemblee elected the new Administration Council which in its turn elected the Office. This Office will continue the fight against the quarry at Bouloc.

  General Meeting Wednesday 25 June 2008, at 21h00

PUBLIC NOTICE

As a result of discussions during the meeting of 27.05.2008, the council has decided to start the development of a plan for the local town planning. Its objectives being notably the protection of the environment and the way of live of the inhabitants of Bouloc, but also the preservation of the natural heritage and the agriculture of the commune.

During a month this decision will be displayed at the town hall, and will furthermore be published in the "recueil des actes administratifs" according to the articles R. 123-24 and R. 123-25 of the Code de l'urbanisme, also mention of this display will be published in an apparent manner in the Dépêche du Midi.

  Position of the Mairie 26 May 2008  
 

On the 1st of April, during their first meeting, the new Council of Bouloc has been asked to express them selves with regard to the quarry project of the SAS Rup at Bouloc.
The quarry project was rejected : 5 votes "Against", 1 "Against" but considered as invalid, 1 "In favour" and 4 "Neither in favour, neither against". The Mayor informed the SAS Rup and the Sous-préfecture of this result.

We have been told that, since then, Mr Rup has wished to meet the Mayor and that this meeting took place on the 22nd of May.

 
   
 
   
  About the shooting of mines on Monday the 28th 1 May 2008  
 

It was in a dedicated but friendly mood that the members of the Association Bouloc-Environnement met that Monday the 28th of April ; their objective was to be present there at the moment of the shooting of the mines on the plateau, in order to show their attachment to the respect of the environment and to the general interest, this in opposition to the egoistic interests of some individuals.

The forces of law and order, informed by the Mayor and by the Association, were present in big numbers in order to assure the safety of the walkers.

 
 

At the stipulated hour, the group of about forty people went on its way to the plateau in rain and mud; not really a pleasure trip.

Anxious to prevent any malicious reaction of the owners of the land, the police incited the group, once arrived on the plateau, not to proceed to the zone in which the shooting of the mines was foreseen: « Your message has been transmitted, the prefecture is aware of your action, an confrontation would not help your cause, and can only do harm to it ». The group, although full of determination, has graciously agreed to it. The Mayor has offered them the use of the covered space next to the town hall, so that everyone could meet, sheltered, after this expedition.

The good news : thanks to the excellent behaviour of the participants, the authorities have been able to realise, who are, evidently, the "good ones" and who are the "bad ones".

The less good news : the shooting of mines, which accompanied the retreat of the group, have shown that the "étude d’impact", initiated by SAS Rup, continues, despite the official request made by the town hall to Jean-Philippe Rup to stop a project which is harmful to the general interest.

At this moment we do not have further details about the following up of the shooting of the mines.

  Let's have a walk !!! 27 April 2008  
 

At the end of the Public Meeting, the Association Bouloc Environnement has decided to organise a walk on the place where the shooting of mines will take place on Monday the 28th of April, at 9h45.

Let's meet this Monday the 28th of April at 9h45 on the parking place of the iron cross (esplanade Edouard Alis, at the exit or entrance of Bouloc, near the salle des fêtes and the Mairie). We have to leave at 10h00, at latest. If you can, do come, and take along something to eat.
Carefull, foresee patience and calm. It is in our interest to respect people and private properties... The gendarmerie will be noticed of our plans and our pacific intentions in respect of the law.

 
   
 
   
  About the Public Meeting 27 April 2008  
 

During the Public Meeting of Sunday the 27th of April, in the presence of the Mayor of Bouloc, we have gathered additional information with regard to the shooting of mines on the plateau.

- They will take place on Monday the 28th, starting at 11h00.
- They will take place between "Bistournayre" and "Fontoupine", see the map .
- The landowners have signed an authorisation.
- The concerned administrations have been informed (DRIRE, Préfecture...).
- The gendarmerie should be present during the events.
- The Mayor has explained that a prohibition order forbidding the shooting would be of no use in the long run as it would be of a temporary character and would only pospone the event a few days.
- The expertises of the nearest residences has been carried out, see the map.
- The Mayor received a copy of the insurance policies from the company Nitro-Bickford.
- The study being ordered and payed for by the company Rup, it is highly possible that the commune of Bouloc and/or the Association will not have access to the results.
- The waterpoints of the area on which the shootings will take place have been gathered by the Association. The physical impact of these shootings has not been taken into account by the company Nitro-Bickford.

  "Shooting mines" on Monday the 28th of April 25 April 2008  
 

The shooting of mines will take place...
The tests should take place on Monday the 28th of April, between "Bistournayre" and "Fontoupine".
A priori, these shootings would not present any danger insofar as the company Nitro-Bickford establishes a perimeter of safety of a radius of 100 meters around the area.

 
   
 
   
  "Shooting mines" - II 21 April 2008  
 

Because of the threat of shootings mines, our Bureau has met last Saturday to deliberate about the existing possibilities.

Meanwhile, the Mayor informed us he had had a conversation with the regional manager of the company in charge of the operations : the shootings are intended to measure the seismic vibrations for the impact study. Today, these shootings have been deferred to obtain further information on the risks incurred by the residents and their goods.

We proposed the Mayor to organize a public meeting before the new shooting dates (not known precisely yet) in order to inform the inhabitants of Bouloc and surroundings.

 
   
 
   
  "Shooting of mines " 18 April 2008  
 

According to a letter received today at the town hall of Bouloc, shootings of mines are about to start next Monday on the plateau of Bouloc.

The company Nitro-Bickford, contacted since by the Mayor of Bouloc, confirms that they will carry out shootings of mines, at the request of the company Pyrenees Minage, who work on the account of Mr. Rup, as from Monday.

The Sub-Prefect was informed by the gendarmerie of Lauzerte. His authorization would not be required and he would not have to be informed by the company in charge of the explosives.
These shootings are said to be "micro-loads" for seismic recordings within as to study the impact of the quarry project of the SAS Rup.

Currently, the Mayor of Bouloc has had no further information.
We do not know at what distance of the village these shootings will take place.
We do not know on which place these shootings will take place.
We do not know if their owners gave their permission.

The Mayor also adds that he has no insurances that the houses of the people of Bouloc do run no risks. He also advises all residents to check their properties before any explosion, so that one can indisputably determine the responsibilities of possible cracks afterwards.

  About the elections... 3 March 2008  
 

Bouloc-environnement is pleased with the results of the elections in Bouloc. The mayor (Daniel Bonnemaison) and a councillor (Anne Craissac) are not only members of the “bureau” of the association, but also belong to its “founding fathers”. A majority of the councillors are also members of the association.

Bouloc-environnement is also pleased with the results of the elections in the neighbouring communities :

  • Mister Véril, mayor of Belvèze, who, from the very beginning and unanimously supported by his council, expressed himself against the project of a quarry at Bouloc, has been re-elected.
  • Mister Rey, the new mayor of Lauzerte, whose council includes, next to members of  the « conseil d’administration » of Bouloc-environnement, also several sympathizers, has clearly expressed himself against the quarry.
  • A member of the « conseil d’administration » of Bouloc-environnement is a member of the council of Montaigu, where Mr. Alazard is the new mayor. 
These results are the electoral confirmation of the urgent signal sent by the neighbouring population to the planner of the project of the quarry on the one hand and to the maker of the final decision, the prefect of the department on the other: more than 1500 signatures have been gathered locally, with alone for Bouloc the record percentage of 86%.

However, we have to stay alert. On the very day of the elections the initiator of the project of the quarry voiced in an article in the Dépêche du Midi that the limestone would “be swallowed up by the town of Toulouse”, which is certainly a lie and also absurd given the cost of transport by lorry (let us remember that our Bouloc is in the Tarn –et-Garonne at more than 100 kilometres of Toulouse !). But beware, lies can leave their traces in peoples minds, certainly if they are printed in the press...
 
   
 
   
  New banners are installed 25 January 2008  
 

The new banners "Pas de carrière à Bouloc" (No quarry in Bouloc) have been installed. All of them have been installed on private properties and high above the ground.

We thanks the land owners as well as the team that took care of their installation.

The gendarmerie of Lauzerte has been informed of the installation as to facilitate the identification in obvious offence of the persons who destroys and steals the banners against the new quarry.

 
   
 
   
  The petition has been delivered 24 January 2008  
 

A delegation of the Association went to the Sous-Préfecture of Castelsarrasin on Thursday, the 24th of January.

The objective of the meeting with the General-Secretary of the Sous-Préfecture was to handing-over the list of the 1602 collected with the petition against the new quarry project (including 181 signatures from people of Bouloc).

The letter signed by the Town Council asking the copany SAS RUP to give up the project was also joined to this document.

 
   
 
   
  Meeting of the Association 17 January 2008  
 

A general meeting of the Association Bouloc Environnement took place in the Salle de Fêtes of Bouloc on the 17th of January.

Among the considered subjects :
1) The bureau thanks the associations and people who, unfortunattelly, could not all be present at this meeting but whose contributions are numerous and invaluable : « Préservons Caminel », Mr and Mrs Amsterdamsky, Tatiana Demianov, Association « Points d'eau », Mr Souques, Mrs Delfau, the « GADEL », « Avézère Avenir » and Mrs Laurence Thomas, « Patrimoine et devenir du Quercy Blanc », Mrs Salles and Marie-Ange Andrès, Mr Jean-Louis Grouet, Mr Jacob Mr Wacker, Aline Craïssac, Mrs Thouzard, Mr Pinkasfeld... and our fabulous webmaster. Let forgotten people not be sad. The biggest and most beautiful reward for their efforts will be the end of the quarry project in Bouloc that some "long-armed" arrogant over-confident people claim to be ineluctable. We will have in heart to show these people that even if we just have small arms, we are not penguins for as much...
2) The lotto : the quality of the organization, the implication of the volunteers among who Marie-Claire Leclancher and the importance of the financial success are worthy to praise.
3) The destruction of the banners, undoubtedly the misdeed of some hooligan whose intrigues have been reported to the gendarmerie.
4) The waltz hesitation of our mayor : obviously divided between his appetite of career and the rejections expressed by the population and its representative body, the town council. After having signed a letter of the town council asking the Company of Mr Rup to give up its quarry project, he is now trying to minimize the range of it.
5) A state has been made on the petition : more then 1500 signatures have been collected and will soon be handed over to the Sous-préfecture.

Also, Association administrators have been elected : their circle now extended to some twenty members as to face the gain in importance of the Association which is now counting more then 250 members. They will soon be at contribution for the election of the Bureau.
